Prequalification of Contractors and Subcontractors
CUPCCAA (Projects $75,000 to $220,000)
The California Uniform Public Construction Cost Accounting Commission is under the umbrella of the California Uniform Public Construction Cost Accounting Act ("CUPCCAA") and provides for alternate bidding procedures when an agency performs public project work by contract.
Contractors who are interested in bidding or performing work on a public works project are required to be prequalified. To obtain or renew prequalification status, contractors must submit a complete prequalification questionnaire packet through PQBids. Contractors may register online by completing the CUPCCAA prequalification questionnaire at https://pqbids.com/
Per California Public Contract Codes Sections 22032 and 22034, any Public Works Project is below $220,000 is subject to the Informal Bidding Procedures set forth by the State of California Uniform Construction Cost Accounting Commission. All trade categories are subject to these procedures: i) Projects $75,000 or less may be performed by the Force Accounting, Negotiated Contract, or Purchase Order [PCC 22032(a)]; ii) projects $220,00 or less may be let to contract by informal procedures [PCC 22032(a)]; iii) projects $220,00 or more shall be let to contract by formal bidding procedures [PCC 22032(c)]; iv) if all bids received are in excess of $220,000 [PCC 22034 (d)], the governing body of the public agency may, by adoption of a resolution by a fourth-fifth vote, award the contract, at the $235,000 or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.
AB2031 (Projects $1 Million +)
Effective January 1, 2024, Public Contract Code 20111.6 requires all general contractors and all mechanical, electrical, and plumbing (MEP) subcontractors utilizing any of the following licenses on a Public Works Project valued at $1 million or more and are funded whole or in part with State Facilities Bond funds, to be prequalified with the District.
- General Contractors (A and B)
- Subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)
Contractors/Subcontractors required to be prequalified or needing to renew their prequalification status must submit a complete prequalification packet through *PQBids at https://pqbids.com/
It is the responsibility of the Contractor submitting the bid to ensure all Subcontractors are prequalified prior to the bid opening. If it is found that a Contractor has listed a Subcontractor in their bid that utilizes any of the licenses required to be prequalified and is not prequalified with the District for five (5) business days prior to the bid opening, the Contractor's bid will be rejected and deemed non-responsive.
Prequalifications approvals remain valid for one (1) calendar year from the date of approval.
The District also requires prequalification for CUPCCAA projects.
